APCI Vice President of Public Policy Greg Reybold will testify before Congress during a Senate hearing examining the TRICARE Pharmacy Program and the role of Express Scripts in administering the benefit.

Reybold will appear Wednesday, July 15, before the U.S. Senate Armed Services Subcommittee on Personnel.

The hearing comes amid continued concerns about the administration of the TRICARE pharmacy benefit and its effects on community pharmacies, military families and retirees.

Express Scripts serves as the pharmacy benefit manager for TRICARE while also owning pharmacies that compete with independent community pharmacies. That arrangement has raised serious questions about pharmacy reimbursement, patient steering, network access, transparency and the cost of the program to taxpayers.

Reybold will provide senators with expert testimony on pharmacy benefit manager practices and discuss how the structure and administration of the TRICARE Pharmacy Program affect community pharmacies, beneficiaries and access to care.

He will testify alongside representatives from the Defense Health Agency and Express Scripts, as well as an independent pharmacy owner.
